Why it goes in this order
The Check only opens when the system that reads tokens runs on a server around the clock, and when we've measured which tokens it can and can't read. Mortality rates per flag only appear when each flag has at least 100 cases. Watch needs its own way to detect changes inside a token, and we won't sell it until it works and we know what it costs to run.
